Update: Bond Approved May 3, 2025
On May 3, 2025, Abilene voters approved a $20 million bond to help fund the Terminal Expansion & Improvements Project at Abilene Regional Airport. This local investment, combined with up to $50 million in anticipated Federal Aviation Administration (FAA) grants, will allow ABI to move forward with critical upgrades that support current demand and prepare for future growth.
Built in 1968, the Abilene Regional Airport terminal has undergone several upgrades over the years. This new project is designed to reduce congestion, improve accessibility, and modernize aging infrastructure. Airport staff will now continue working with the FAA to secure grant funding and finalize design and phasing plans with our architect—focused on delivering a project worthy of this great city.
What Will Change?
Modernization of the Terminal
- Security Access Control System: Updated to enhance security and meet current regulatory standards.
- Fire Suppression System: New system added to meet modern building codes and ensure the safety of all passengers and staff.
- HVAC: Replacing aging HVAC systems to improve air quality, comfort, and energy efficiency.
- New Elevators: Existing escalators and elevators will be removed and replaced with new elevators to improve accessibility and flow.
- Baggage Claim System: The existing system will be replaced with a modern, efficient solution.
- New Generator: To ensure reliable power and support the terminal’s operations.
Increased Capacity
The terminal’s capacity will be expanded to accommodate more passengers, ensuring smoother flow through security and boarding areas. The upper-level drive will be removed, and airline and rental car counters will be relocated to a larger first-floor lobby to reduce congestion and improve efficiency. The expanded boarding area will include a semi-enclosed balcony with airfield views, offering a comfortable and scenic space for travelers before departure.
Improved Amenities:
Travelers will benefit from new, energy-efficient windows, new restrooms, more seating, enhanced vending, and additional spaces for events and relaxation.

Funding Breakdown
The total estimated cost of the project is $70 million, supported by:
- Up to $50 million in anticipated FAA grants
- $20 million in local bond funding, approved by voters on May 3, 2025
This $20 million local investment will result in an estimated increase of approximately $13.43 per year—or about $1.12 per month—for every $100,000 of assessed property value.
This combined funding approach ensures Abilene can invest in critical airport infrastructure with substantial federal support.

Frequently Asked Questions (FAQs)
Q: How will this affect me as a traveler?
A: You’ll notice the difference the moment you arrive. The terminal will offer a more comfortable, spacious, and streamlined experience—from curb to gate. A larger boarding area with seating for up to 200 passengers means less crowding and more room to relax. Security and check-in areas will be expanded to improve flow and passenger movement throughout the terminal.
You’ll also enjoy upgraded amenities, including new restrooms, energy-efficient lighting and windows, modern HVAC for better air quality, and added features like a nursing mothers’ room and a semi-enclosed balcony with airfield views. Everything is designed with the passenger experience in mind—more comfort, more convenience, and a smoother journey through ABI.
Q: Will this expansion add more flights or airlines?
A: No, the expansion is not tied to any specific airline service changes. It supports current service and prepares ABI for future growth. A modern terminal also makes ABI more attractive to airline planners evaluating new routes.

Q: The bond passed—what happens now?
A: Airport staff are now preparing and submitting applications for federal grant funding through the Federal Aviation Administration (FAA) while also advancing the design process with the project architect. These steps are essential before moving into the bidding and construction phases. This period of planning and coordination ensures we deliver a modern terminal that serves our region well into the future.
Updates will be shared regularly as the project progresses.
Q: When will construction begin?
A: The project is still in the grant application and design phase. Once Federal Aviation Administration (FAA) funding is secured and construction documents are finalized, ABI will move into bidding and contractor selection. A detailed construction timeline will be shared as those next steps are confirmed.
Q: Why is the terminal expansion being pursued?
A: The expansion addresses capacity challenges, reduces congestion, and replaces outdated infrastructure. Moving forward now allows ABI to maximize available Federal Aviation Administration (FAA) grant opportunities and plan for long-term regional growth.
