About the Project
Built in 1968, the Abilene Regional Airport terminal has undergone several upgrades over the years. The proposed terminal expansion and improvements project will address capacity challenges, reduce congestion, and replace outdated systems.
What Will Change?
Increased Capacity:
The terminal’s capacity will be expanded to accommodate more passengers, ensuring smoother flow through the security checkpoint and boarding areas. The upper-level drive will be removed, and airline and rental car counters will be relocated to a larger first-floor lobby, reducing congestion and enhancing overall efficiency.
Modernized Mechanical Systems:
Security Access Control System: Updated to enhance security and meet current regulatory standards.
Fire Suppression System: New system added to meet modern building codes and ensure the safety of all passengers and staff.
HVAC (Heating, Ventilation, and Air Conditioning): Replacing aging HVAC systems to improve air quality, comfort, and energy efficiency.
New Elevators: Existing escalators and elevators will be removed and replaced with new elevators to improve accessibility and flow throughout the terminal.
Baggage Claim System: The existing baggage claim system will be replaced with a new, modern system.
New Generator: Adding a new generator to ensure reliable power and support the terminal’s operations.
Improved Amenities:
New, energy efficient windows, new restrooms, more seating, expanded waiting areas, enhanced vending, and additional spaces for events and relaxation, including a balcony and outdoor areas.
Funding
The terminal expansion would be funded by a combination of federal grants up to $50 million and $20 million in local funding by the City.
Special Bond Election: May 3, 2025
A special bond election will take place on Saturday, May 3, 2025, to approve $20 million in local funding for the terminal expansion. If passed, this $20 million investment would increase the annual tax bill of a property by approximately $13.43 ($1.12 per month) for every $100,000 of value.

Frequently Asked Questions (FAQs)
Q: Why is the terminal expansion being considered?
A: The expansion will address capacity challenges, reduce congestion, and replace outdated systems. With up to $50 million in federal funding available for application, moving forward at this time allows us to maximize grant opportunities and secure a more favorable financial position.
Q: Will this expansion increase costs for taxpayers?
A: Pending the passage of the bond election, the terminal expansion will be funded by a combination of federal grants up to $50 million and $20 million in local funding from the City. This $20 million investment would increase the annual tax bill of a property by approximately $13.43 ($1.12 per month) for every $100,000 of value.
Q: How will this expansion improve the airport terminal?
A:
The terminal will feature more seating, larger waiting areas, and updated HVAC systems to improve air quality and energy efficiency. Existing escalators and elevators will be removed and replaced with new elevators, ensuring better access throughout the terminal for all passengers. The security checkpoint will be expanded to provide a smoother, more efficient experience.
The improved terminal will feature expansive, energy efficient windows, patios, and spaces for community events. The expanded boarding area will accommodate approximately 200 passengers and feature a semi-enclosed balcony with views of the airfield. Planned upgrades also include new restrooms, an assisted restroom, a nursing mothers’ space, and enhanced vending options.
Additional key improvements include the removal of the upper-level drive and relocation of airline and rental car counters to a larger first-floor lobby, which will reduce congestion and enhance overall efficiency. A modern baggage claim system will be installed, along with a new security access control system, fire suppression system, and a new generator to ensure ABI remains safe, modern, and secure.
